RECOMMENDATIONS <br /> <br />. <br />. <br /> <br />On the basis of our investigation, we make the following <br /> <br />. <br />. , <br /> <br />recommendations: <br /> <br />INTERVIEW WITH SENATOR GILL <br /> <br />We recommend that Senator Frank L. "Ted" Gill be interviewed <br /> <br />at length about the various facets of this report as to which he <br /> <br />has first-hand knowledge, and that the results of that interview <br /> <br />be added as an appendix to this report. Senator Gill is the <br /> <br />Secretary of the Hillrose Irrigation District and tho Lower Platte <br />and Beaver Canal Company and keeps all of the records for those <br /> <br />two entities. In addition, he is on the Board of Directors of <br /> <br />the Morgan-Prewitt Reservoir Company and the Riverside Reservoir <br /> <br />and Land Company, and no doubt can shed light on the operations <br /> <br />of those two companies. Senator Gill was also apparently in- <br /> <br />volved in some of the specific transactions which were investigatec <br /> <br />and could no doubt assist greatly in determining exactly what oc- <br /> <br />curred in several of those episodes. <br /> <br />AUDIT OF IRRIGATION DISTRCITS <br /> <br />There are six public irrigation districts organized under the <br /> <br />1905 Statute in Water District Nos. 1 and 64: <br /> <br />Riverside Irrigation District <br />Bijou Irrigation District <br />Hillrose Irrigation District <br />North Sterling Irrigation District <br />Iliff Irrigation District <br />Logan Irrigation District <br /> <br />Bookkeeping practices among these public, tax-supported districts <br /> <br />vary widely.
