<br />" <br /> <br />1'~ <br />.... {'_ h, <br />'/.,J t; <br /> <br />Letter from West Pueblo Ditch and Reservoir Company <br /> <br />Comment 1: Concerned that construction of the new diversion structure that will divert water into the <br />proposed river intake will impact the ability of the West Pueblo Ditch shareholders to get water into <br />ditch. <br /> <br />Response 1: The mitigation measure in the Hydrology section of the Draft EA that addressed this <br />issue has been modified to address this specific concern. Specifically, Pueblo West would be required <br />to provide design and planning material for review and approval by a team of representatives from <br />Reclamation, West Pueblo Ditch shareholders, Colorado State Parks, and Water Works. The objective <br />of the team would be to avoid any short- or long-term impacts that impede diversions to the West <br />Pueblo Ditch or flows in the Arkansas River downstream of Pueblo Dam. <br /> <br />Letter from Water Works <br /> <br />Comment 2: The Water Works conveys water down the Arkansas River to the river intake at the <br />Comanche Pump Station and/or Whitlock Water Treatment Plant year-round, not just in the winter. <br /> <br />Response 2: Corrections made in appropriate locations. <br /> <br />Comment 3: Reference is made to the fact that the raw water pipeline recently installed by the Board <br />connects to the Comanche Pump Station when in fact it presently serves the Whitlock Water <br />Treatment Plant. <br /> <br />Resronse 3: Corrections made in appropriate locations. <br /> <br />Comment 4: Water Works has a concern about the COI)veyance of their commitment to release 17 cfs <br />of raw water down the river. Water Works asserts that: at least 30 cfs of other water should be flowing <br />in the river, in order of their release to be effective. <br /> <br />Response 4: This comment is outside the scope of this analysis. <br /> <br />Letter from Colorado Sate Parks <br /> <br />Comment 5: We are concerned about any short term and/or long term impact to the water flow to the <br />West Pueblo Ditch~ <br /> <br />Response 5: See Response 1. <br /> <br />Comment 6: Construction activities relating to the pipeline must be coordinated with the park to <br />minimize the impact on park usage by visitors. We would expect that all efforts would be made to <br />schedule construction activities which would restrict or hinder road or trial usage, <br /> <br />22 <br />
