<br />2S.1~~~ <br /> <br />Chapter 4: Consultation and Coordination <br /> <br />Public Scopin2 Letter and Draft EA <br /> <br />A public scoping letter, dated August 8, 2002, and a Draft EA dated May 2003 were released by the <br />Eastern Colorado Area Office in Loveland, Colorado to interested parties. The purpose of this letter <br />was to receive public input on the Preferred Alternative (Construction Alternative). The purpose of <br />the Draft EA was to describe the purpose and need for the preferred alternative, alternatives, <br />environment and environmental consequences, and mitigation measures, Letters received commenting <br />on the scoping letter and Draft EA was considered in the development of the Final EA. <br /> <br />The comments received from the scoping letter are summmzed in Chapter 1. Comments received <br />from the Draft EA are summmzed below and included in Appendix F. <br /> <br />Consultation <br />Fish and Wildlife Service <br /> <br />It was determined that, because the preferred alternative would not develop a new water project, or <br />result in operational changes, coordination under the Fish and Wildlife Coordination Act was not <br />applicable, <br /> <br />Attached in Appendix A is the memorandum dated October 24, 2002, to the FWS requesting a list of <br />current T&E species in the Pueblo Reservoir area, and a listing of species received by Reclamation <br />dated January 2, -2003, which shows T&E species throughout Colorado, listed by County. <br />Reclamation used the species listed for Pueblo, Chaffee, Lake, and Fremont Counties in its evaluation, <br /> <br />Cultural Resources <br /> <br />Reclamation consulted with the State Hjstoric Preservation Officer, Advisory Council on Hjstoric <br />Preservation, and other interested parties as described in the Cultural Resource Section (See Appendix <br />B). <br /> <br />Public Comment Summary <br /> <br />The following paragraphs summarize the comments received during the public comment period. The <br />wording is intended to categorize and summarize the substance of the comments, not reproduce the <br />exact wording of individual comments, Letters on the Draft EA are attached in Appendix F, The <br />order in which the comments are presented is not intended to reflect their relativeimportance. <br /> <br />21 <br />
