Impacts to diversions for the West Pueblo Ditch, including the ability to deliver water to <br />the Rock Canyon Swim Beach <br /> <br />. Impact on public access roads or trails <br /> <br />MITIGATION: <br /> <br />Reclamation considers the EA to adequately disclose the environmental effects associated with <br />implementing the preferred alternative. Reclamation has determined that, with the <br />implementation of the environmental commitments as listed below and in Appendix C of the EA, <br />the preferred alternative will not significantly affect the quality of the human .environment. <br />Therefore, an Environmental Impact Statement will not be prepared. This finding is based upon <br />consideration of the following factors: <br /> <br />1. All relevant environmental concerns and significant issues raised by Reclamation resource <br />specialists, the public, and other agencies were addressed in the EA. The environmental <br />commitments prescribed below and in AppendixC were developed in response to relevant <br />environmental concerns/issues identified during scoping and subsequent reviews. <br />Environmental impacts will be reduced to insignificance through implementation of these <br />mitigation measures. <br /> <br />2. There would beno adverse effect on T&E species of plants or animals. Reclamation is <br />committed to implementation of actions to minimize, avoid, or eliminate impacts to Federally <br />listed T &E species. These comments have been prepared under the provisions of the <br />Endallgered Species Act of 1973, as amended (16 V.S.C. 1531 et seq.). <br /> <br />3. Reclamation will establish and coordinate a team con~~sting of a representative(s) from <br />Reclamation, Pueblo Board of Water Works, West Pueblo Ditch shareholi;lers, and Colorado <br />State Parks. The team will be responsible for: (1) reviewing and approving design plans that <br />involve modification of the West Pueblo Ditch diversion structure, or the stream channel and <br />streamside in the vicinity of the Pueblo West intake and West Pueblo Ditch headgate; (2) <br />reviewing the construction schedule for such work; (3) planning for undertaking construction <br />of the above work. Pueblo West shall submit the design plans, construction schedule, and the <br />plans to undertake the work at least 60 days prior to scheduled construction, and shall not <br />begin construction until the team has approved the plans. The objective of the team will be to <br />avoid any short- or long-term impacts that impede diversions to the West Pueblo Ditch or <br />flows in the Arkansas River downstream of Pueblo Dam. <br /> <br />4. Pueblo West wiU use appropriate Best Management Practices during all ground-disturbing <br />construction and maintenance activities to minimize erosion runoff. <br />
