<

...,... 'f"".'
L0~~~,

Construction Alternative (Preferred Alternative) - The Construction Alternative would amend
an existing easement with Pueblo West to permit construction, maintenance, and operation of the
following facilities:

1. 36-inch Pipeline: The pipeline would be approximately 20,805 linear feet and would
be completely buried. Approximately 3,945 linear feet of the pipeline would be
constructed across Reclamation property.

2. River Pump Station No.2: Maximum designed pumping capacity would be
approximately 27.7 cfs or 18 million gallons/day (MGD) to supplement the existing
River Pump Station No.1 capacity of approximately 18.9 cfsor 12 MGD. River
Pump Station No.2 would be constructed approximately 150 feet south of the
existing River Pump Station No.1 on the north bank of the Arkansas River.

3. Diversion and river intake structure: The existing diversion structure would be
stabilized and incorporate a proposed concrete river intake structure for the Ri ver
Pump Station No.2. The river intake would be screened and gated.

4. Emt!rgency Standby Generator: An emergency standby generator (generator) shelter
would be constructed 25 feet north of the existing River Pump Station No. 1 location.
This. generator will be designed to have switch-over capability to operate either the
Rivt!r Pump Station No.1 or the River Pump Station No.2. Presently, the River
Pump Station No.1 operates without any standby power provisions.

ISSUES:

The draft EA was distributed to 28 individuals, groups, and agencies. Three letters of comment
were received, responded to in the Final EA, and have been included in Attachment F.

The issues identified during scoping for this analysis include:

· Impacts from noxious weeds

· Impacts on listed and candidate Threatened and Endangered (T &E) species; especially
bald eagles and black-tailed prairie dogs

· Potential changes in the timing and amounts of Pueblo West's water released from
storage upstream in the Arkansas River

· Impacts on Pueblo Board of Water Works 17 cubic feet per second (cfs) raw water
release to the Arkansas River and downstream diversions to Comanche Pump Station and
Whitlock Water Treatment Plant

· Impacts of construction activities on Arkansas River raw water quality
