Pueblo-~e~twill obtain, as required by regulation, and comply with all requirements <br />stipulated in a Corps of Engineers' Section 404 permit for their construction and maintenance <br />activities associated with the Construction Alternative. <br /> <br />6. Construction activities will be conducted in a manner that minimizes disruption of traffic <br />on the access road, including providing at least one lane of through traffic at all times or an <br />alternative route in the immediate vicinity, and shall be coordinated with the Colorado State <br />Parks. <br /> <br />7. Construction activities will be conducted in a manner that minimizes disruption of traffic <br />on the bike/pedestrian trail, including providing an alternative route in the immediate vicinity <br />for trail users and coordinating construction/re-routing with the Colorado State Parks. <br /> <br />8. Pre- and post-inspections on all roadways and trails will be conducted by Reclamation. <br />Roadways, trails, and similar facilities impacted by construction activities will be returned to <br />pre-construction or better condition as soon as construction work in the vicinity of these <br />facUities is sufficiently completed to allow their repair. <br /> <br />9. Soil compaction tests will be conducted on each side of the Park access roadway and trail <br />at any locations where they are disturbed by construction activities. <br /> <br />10. Noxious weeds, such as salt cedar and Russjan knapweed, present within areas that will <br />have ground disturbance will be removed and properly disposed of to avoid further <br />contamination. <br /> <br />11. All areas disturbed during construction activities will be recontoured to pre-construction <br />grade and seeded using native grasses. For a period of three years after reseeding, Pueblo <br />West will monitor the construction alignment on Reclamation lands for noxious weeds and, if <br />noxious weeds are found, treat them in accordance with the Pest Management Plan for <br />Pueblo Reservoir. In addition, Pueblo West will be responsible for re-seeding the <br />construction area on Reclamation lands for up to two (2) additional reseedings/years (in <br />addition to the original reseeding), if Reclamation staff determines that the initial <br />revegetation of the site is not successful. <br /> <br />12. Concentrated areas of Russian knapweed adjacent to the construction area will be <br />identified and equipment travel in these areas will be avoided by using fencing or similar <br />measures to discourage entry. <br /> <br />FINDINGS: <br /> <br />This Finding of No Significant Impact has therefore been prepared and signed to document <br />environmental review and evaluation of the Preferred Alternative in compliance with the <br />National Environmental Policy Act of 1969, as amended. <br />
