Under private ownership, there is no guarantee of full <br />public use of a reservoir area developed at public expense. <br />Private development of recreation facilities on public land is <br />provided for under existing regulations and there is ample <br />opportunity for recreation development on private lands outside <br />the immediate reservoir area. <br /> <br />7. Development would deny use by wildlife of the area part <br />of the year and probably alter their patterns of use permanently. <br /> <br />I think it would be tragic, indeed, if we did not protect the <br />scenic quality of the south shore through public ownership after <br />all the effort that has gone into protecting environmental <br />qualities on the north shore as an integral part of Bureau and <br />Forest Service developments.
