" I. . <br />... ~.J <br /> <br />3. <br /> <br />Furthermore, any development other than the few facilities we <br />propose would be at odds with our judgment that the south side <br />of the area should remain undeveloped and protected for its <br />scenic aspect. Retaining recreation land in an undeveloped <br />state would be compatible with public, rather than private <br />ownership. <br /> <br />We recognize there is a place for private development at public <br />reservoirs. However, this must be under controls which insure <br />the public is served and the environment is protected. The best <br />way to achieve this, in our opinion, is through public ownership <br />of the land and our Special Use Permit procedure. <br /> <br />There is also ample opportunity outside the immediate reservoir <br />recreation area for development of recreation camping and <br />residence facilities on private land. There,will remain several <br />hundred acres of developable private land within the Twin Lakes <br />Basin, but outside the take-line. This land is already being <br />subdivided and sold for recreation homesites. In the upper <br />Arkansas Valley, private land is an important source of camping <br />space. This allows use of the public land as a primary <br />attraction unencumbered by much intensive development and makes <br />it available to larger numbers of people who use the private <br />lands as a sort of bedroom. <br /> <br />To sununarize: <br /> <br />We believe the south shore of Twin Lakes should be acquired because: <br /> <br />1. This area has great unspoiled scenic value and scenery, <br />is a key recreation resource in Colorado. <br /> <br />2. This area is fully exposed to all users of the Lake and <br />visitor center, a fact taken into account in the decision to <br />maintain it in an unspoiled state. <br /> <br />3. This area would serve a basic function as undeveloped <br />area needed near high density recreation developments such as <br />we anticipate Twin Lakes Recreation Area will be. <br /> <br />4. The area has value as wildlife habitat and as a wildlife <br />viewing area for visitors to Twin Lakes. <br /> <br />5. Retention in private ownership will probably result in <br />development and development'will defeat our basic plans for the <br />area. <br /> <br />XI-9 <br />
