<br />I <br /> <br />() ;\ r,!. :'.1 n <br />,u U t' :) <br /> <br />I <br /> <br />conjunction with the development of planning objectives, descriptions of major <br /> <br />I <br /> <br />water resources problems and opportunities were prepared for each subbasin. <br /> <br />They are presented in appendix H and highlighted in the respective subbasin <br /> <br />I <br /> <br />chapters. <br /> <br />Recommended programs and conclusions and additional recommendations for <br /> <br />I <br /> <br />each of the subbasins are presented in chapters 3 through 10. <br /> <br />This chapter presents basinwide components of the regional plan in three <br /> <br />I <br /> <br />sections: recommended basinwide programs; recommended statewide programs; and <br /> <br />I <br /> <br />conclusions and additional recommendations. Each recommended basinwide program <br /> <br />relates to several or all of the eight subbasin plans presented in subsequent <br /> <br />I <br />I <br /> <br />chapters of this report. Similarly, each recommended statewide program <br /> <br />generally relates to two or more subbasins. Therefore, the complete plan for <br /> <br />each subbasin consists of those elements specifically stated in the subbasin <br /> <br />I <br /> <br />chapter as well as relevant basinwide and statewide recommendations in this <br /> <br />chapter. <br /> <br />I <br /> <br />The basinwide and statewide recommendations address all the functions <br /> <br />listed in the Introduction. Some of the recommended programs are particularly <br /> <br />I <br /> <br />important to the Missouri River Basin and these are highlighted briefly. <br /> <br />I <br />I <br /> <br />However, it is the total, coordinated implementation of all of these <br /> <br />recommendations, not just those which are highlighted, which will serve to meet <br /> <br />the future water resources management needs of the basin. <br /> <br />The importance of the first function addressed in the program <br /> <br />I <br /> <br />recommendations, comprehensive planning and support activities, is partially <br /> <br />I <br /> <br />illustrated by the relatively large number of recommended basinwide and <br /> <br />statewide programs in this category. A firm understanding of the planning <br /> <br />I <br />I <br /> <br />setting--water resources needs and opportunities, resource availability, <br /> <br />planning objectives and policies, and management alternatives--is necessary as <br /> <br />I <br /> <br />2-31 <br />
