<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Federal water supply programs are undertaken to capture and deliver water <br /> <br />for agricultural, industrial, and domestic uses, to conserve available supplies <br /> <br />and to increase usable supplies through measures such as land treatment and <br /> <br />weather modification. Hydroelectric power programs include both Federal <br />development and regulation of private development. Water quality is the object <br />of regulatory programs and programs that include both structural and land <br />treatment measures to control and prevent water pollution. Management and <br />development of the Nation's fish and wildlife resources are the responsibility <br />of a number of Federal agencies and, in connection with Federal water and <br /> <br />water-related programs, the value of these resources is recognized and measures <br /> <br />are included for their conservation and development. <br />promoting outdoor recreation is still another function of some Federal <br />water programs. Recreation facilities are usually provided at Federal water <br />projects. Federal agencies also regulate certain aspects of water-based <br />recreation activities. Other programs are directed at preserving the natural <br />or undeveloped state of designated rivers, adjacent areas, and park or <br />wilderness areas. Many national forests have been established in the basin. <br />Like the other Federal public lands found extensively in the western half of <br />the basin, they are administered for outdoor recreation, range, timber, <br />watershed, and wildlife and fish purposes. <br />PLAN OVERVIEW <br />The regional plan is a series of recommended water resources projects, <br />programs, studies, and data collection activities which address the basin's <br />major water resources problems and opportunities, within the structure of State <br /> <br /> <br />planning objectives. Each of the 10 basin states has prepared planning <br /> <br /> <br />objectives for water and related land resources management. These objectives, <br /> <br /> <br />which are presented in appendix G, are summarized in the subbasin chapters. In <br /> <br />2-30 <br />
