Scope and direction have been limited, although <br />the study will follow the basic lines of the original <br />plan of study. <br /> <br />2. Attitude of those directing the study will have a <br />profound affect on the results. <br /> <br />a. Mr. Felix Sparks, Director of the Colorado <br />Water Conservation Board feels that: <br /> <br />(1) it is impossible to plan without excess <br />water; <br />(2) all water in the state is appropriated; <br />(3) very difficult to plan water without land <br />use planning and controls; <br />(a) "The occupation of land will ~ <br />det ermine where the water is. " <br />(4) the State Legislature must deal with <br />land and water us e problems and policy <br />sooner or later; <br />(5) the task is "very frustrating. " <br /> <br />b.
