<br />BLM held watershed planning workshop <br /> <br />,... <br />00 A Bureau of Land Management <br />00 (BLM) workshop was held in Moab, <br />,... Utah, May 7.10,1990. At this <br />workshop, BLM personnel received <br />training on: <br /> <br />. An interdisciplinary approach <br />to comprehensive watershed <br />planning. <br /> <br />. Projecting salt reduction from <br />land treatment and management <br />prescription practices. <br /> <br />Preparing a cost-effectiveness <br />analysis of alternative practices. <br /> <br />The Soil Conservation Service <br />(SCS) presented its watershed <br /> <br />planning procedures for rangelands. <br />An interagency approach to projecting <br />salt and sediment reduction and <br />evaluating the most cost-effective <br />practices resulted from this workshop. <br />In addition, procedures were discussed <br />for monitoring the effectiveness of <br />salinity control practices, <br /> <br />Participants included BLM repre- <br />sentatives from the Utah, Wyoming, <br />Colorado, Denver Service Center J and <br />Washington, DC, offices; the SCS <br />Utah State Office; CoIorado River <br />Basin Salinity Control Forum; and <br />Utah Division of Water Resources. <br /> <br />Grand Valley surge <br />demonstration <br /> <br />A cooperative surge demonstration <br />project was initiated in the Grand <br />Valley this summer. With funding <br />from Reclamation and a formal <br />agreement with the Department of <br />AgricuIture's Cooperative Extension <br />Service, more than 30 surge irrigation <br />valves have been installed by local <br />farmers. <br /> <br />The salinity control benefits of these <br />valves is being closely monitored. The <br />program will be continued in 1991 <br />with about 40 additional valves <br />installed at that time. <br /> <br />Personnel changes in the salinity control program <br /> <br />Reclamation ACRM <br /> <br />J. William McDonald has been <br />named RecIamation's Assistant <br />Commissioner for Resources <br />Management. McDonald succeeds <br />Bill E. Martin, who held this post <br />until his retirement. <br /> <br />McDonald is charged with pIanning <br />and developing innovative, environ- <br />mentally sound approaches to manag. <br />ing water, land, and power~generating <br />resources in the West, including <br />responsibility for the Colorado River <br />Salinity Program. <br /> <br />Before joining Interior, McDonald <br />served as the Director of the Colorado <br />Water Conservation Board, a position <br />he occupied since 1979. The board is <br />Colorado's water resources planning <br />and policy agency charged with <br />protecting the State's interests and <br />rights in interstate streams and <br />rivers. In this position, McDonaId <br />represented Colorado on the Colorado <br />River Basin Salinity Control Forum <br />and Advisory Council. <br /> <br />A native of Greeley, Colorado, <br />McDonaId earned a bachelor of science <br />degree in chemistry from Colorado <br /> <br />College, a law degree from the Univer- <br />sity of Chicago, and a master's degree <br />in natural resources from the U niver- <br />sity of Michigan. He is a member of <br />the Colorado Bar. <br /> <br />He and his family reside in Denver, <br />Colorado, <br /> <br />BLM salinity coordinator <br />named <br /> <br />R. Keith Miller has been selected <br />as the BLM Salinity Program <br />Coordinator. He will be located in the <br />Bureau of Reclamation office, along <br />with Stan Gappa, Reclamation's <br />coordinator, and Ken Pitney, the <br />USDA coordinator. Keith is presently <br />located in Phoenix, Arizona. Welcome, <br />Keith; we're looking forward to work- <br />ing with you, <br /> <br />Forum Chairman <br /> <br />D, Larry Anderson, Director of the <br />Utah State Division of Water <br />Resources, has been elected as the <br />Chairman of the Colorado River Basin <br />Salinity Control Forum, replacing <br /> <br />David Robbins. Mr. Robbins served in <br />the capacity of Chairman for several <br />years and has been a member of the <br />group since April 1979. Mr. Anderson <br />has been a member since April 1985. <br /> <br />Assistant Regional Directors <br />for Reclamation <br /> <br />WaIt Fite and Rick Gold have been <br />selected as Assistant Regional <br />Directors in the Lower Colorado and <br />Upper CoIorado Regions, respectively. <br />These positions carry responsibility for <br />salinity control. Fite and Gold bring <br />with them considerable experience in <br />the planning and development of <br />salinity control projects. <br /> <br />Colorado River Board of <br />California director <br /> <br />Gerald R. Zimmerman, former <br />Executive Director of the Upper <br />CoIorado River Commission, Salt Lake <br />City, Utah, has been named Executive <br />Director of the Colorado River Board <br />of California. <br />
