The Salt Lake City Area Office (SLCAO) will be closed. The <br />possibility exists that a "four or five person customer- <br />service group" might remain in Salt Lake "temporarily." A <br />small "presence" will remain in Montrose, to perform <br />maintenance on the CRSP transmission system within that <br />geographic area as needed. <br /> <br />E. As noted above, Western will break up the electrical <br />components of the CRSP. <br /> <br />IV. I was once a student in the University of Utah's Graduate School <br />of Business Master of Business Administration program. I mention <br />this to preface the fact that I find it astonishing that there's <br />been no cost-benefit analysis, no consideration of options <br />available, no evaluation of the relative productivity of various <br />operations in different offices, before making these <br />reorganization decisions. It bothers me for two reasons: <br /> <br />A. I'm a taxpayer. I'd like to think that my very hard-earned <br />money is spent on efficient government; and <br /> <br />B. 1 work in a Western AO that has one of the demonstrably- <br />better records of productivity, but we're scheduled to be <br />closed. Worse, other, less efficient, offices will benefit <br />from the reorganization. <br /> <br />Perhaps it's my Management School training, but I think you can <br />learn a lot by looking at relatively simple numbers in a variety <br />of combinations. There are a lot of public data available. <br /> <br />For example, the following table shows how much net revenue has <br />been available for repayment to the U.S. Treasury since Western's <br />projects began operating, broken out by AO. It also shows how <br />many employees each Area has, and divides that number into the <br />net revenue to arrive at the average revenue attributable to each <br />employee: <br /> <br />Ccllbran, CRSP, CRSP Transmission System, Dolores fa CRSP participating project), Falcon- <br />Amistad, Provo River. Rio Grande. SLCA/IP (consisting of Collbran, CRSP, and Rio Grande). and <br />Seedskadee (another CRSP participating project I . <br /> <br />Financial. power marketing, and rate and repayment functions. <br /> <br />The CRSP'g Glen canyon Unit powerplanti and CRSP transmission facilities in the remainder of <br />Utah, Arizona, and New Mexico. <br /> <br />4 <br /> <br />01132 <br />
