<br />, <br /> <br />deliberately created by Congress as an Upper Basin 1 entity. <br />Cutting it in two, with some of its functions going to Loveland <br />and some to Phoenix, (after over 70 years of planning and <br />development in its present form), is no more feasible than <br />unscrambling an egg. <br /> <br />Neither Loveland nor Phoenix is in the Upper Basin. People on <br />the eastern side of the Rocky Mountains don't care what happens <br />to the CRSP. Arizona has always been anxious to get as much of <br />the Upper Basin's water for itself as possible. I was born and <br />raised in the Upper Basin; the reorganization looks very much <br />like putting the fox in charge of the henhouse to me. <br /> <br />III. Western's management's plan is simple: our present Area Office <br />system will be abolished. In its' place: <br /> <br />) <br /> <br />A. The Billings Area Office (BAO) , will become the 'Upper <br />Great Plains Regional Office.' <br /> <br />B. The Loveland Area Office (LAO) J will become the 'Rocky <br />Mountain Regional Office,' and will absorb Salt Lake City <br />Area Integrated Projects (SLCA/IP) customers located in <br />southwestern Wyoming and northeastern Utah. In addition, <br />the MDO will be downsized considerably and responsibility <br />for operation of its powerplants and transmission facilities <br />in Colorado, Wyoming, and northeastern Utah 4 transferred to <br />Loveland. <br /> <br />C. The Phoenix Area Office (PAO) 5 will become the 'Desert <br />Southwest Regional Office.' The SLCAO's nine rate-setting <br /> <br />The SLCAO. working in t~ndem with the Bureau of Reclamation (Reclamation), has oversight, <br />power management, power scheduling, contract administration. and repayment responsibility for <br />the CRSP and its participating project9. <br /> <br />Responsible for operation of the Pick-Sloan Missouri Basin Power project's (Pick-Sloan MBPP) <br />Eastern Division and repayment responsibility for the entire Pick Sloan MBPP. <br /> <br />Currencly responsible for operat.ion of the pick-Sloan MBPP's Western Division; cust.omer <br />service for the Pick-Sloan MBPP (Western Division) and the Salt Lake City Area Integrated <br />Projects (SLCA/IP) customers in eastern Colorado and Wyoming; and full responsibility for the <br />Fryingpan-Arkansas Project. <br /> <br />The Collbran Project's Lower and Upper Molina powerplantsi the CRSP's Aspinall unit's Blue <br />Mesa, Crystal, and Morrow Point powerplantsi the CRSP's Flaming Gorge unit's powerplant; and <br />all of the CRSP's transmission system in Colorado, Wyoming, and'northeastern Utah. Again, <br />the Dolores project I s McPhee and ToW'oac CaI'lal powerplants and the Seedskadee project's <br />Fontenelle powerplant haven't been addressed. <br /> <br />S Currently responsible for the Boulder Canyon, Central Arizona, pacific Northwest-Southwest <br />lntertie, and Parker-Davis Projects. <br /> <br />3 <br /> <br />()\.\.'j\' , <br />
