<br />. <br /> <br />C. How will financial and repayment issues be handled? No one <br />has said. <br /> <br />The CRSP is one entity, and power has always been sold from <br />the unified project. The Glen Canyon unit's power-related <br />obligation is almost fully repaid; Aspinall still owes over <br />$140 million on its original investment. Since customers in <br />the Phoenix Area won't be able to get power from Aspinall, <br />they may not want to help pay for it. However, without the <br />assistance of Glen Canyon, power from the much-smaller <br />Aspinall unit would become very expensive, maybe <br />prohibitively so for customers in the Loveland Area. <br /> <br />D. Will everyone of the SLCA/IP's customers require a new <br />power contract? Their present agreement is to purchase <br />power from the SLCA/IP.. .not 'Flaming Gorge powerplant, , or <br />'Glen Canyon powerplant.' Re-negotiating each contract <br />could take years, and add considerably to the project's <br />administrative cost. <br /> <br />E. The CRSP is responsible ultimately to provide over $5 <br />billion in apportioned net power-related revenues to the <br />Upper Basin states (Colorado, New Mexico, Utah, and Wyoming) <br />to help repay the U.S. Treasury for the cost of constructing <br />their 'participating projects' (small irrigation projects <br />providing for consumptive use of Upper Basin Colorado River <br />water) . <br /> <br />One of the original ideas for the CRSP was that it serve as <br />a 'cash register' for all of the participating projects. <br />It's very easy to see it breaking down into state 'enclaves' <br />under Western's reorganization proposal. This was a concern <br />when the CRSP was designed, and one of its objectives was to <br />keep all of the Upper Basin states together. Under <br />Western's 'reorganization, I New Mexico customers might <br />refuse to pay for anything in Colorado, Utah, or Wyoming; <br />Colorado customers may have to pay for their participating <br />projects without the help of Glen Canyon revenues. <br /> <br />The entire concept of one CRSP could fall apart. <br /> <br />II. <br /> <br />There's a significant regional consideration <br />have ignored: the long history of the CRSP. <br /> <br />Western's managers <br />The CRSP was <br /> <br />2 <br /> <br />01130 <br />
