3. ALLOCATIONS

By "Resolution Regarding the Allocation of the Yield of the Closed Basin

Project" dated February 19, 1985, the RGWCD allocated "that portion of the yield

of the Closed Basin Project that is subject to 104(b)(1) of the Reclamation

Project Authorization Act of 1972, in a manner that it determines will best

benefit the lands and people within the District". The allocation resolution is

attached in Appendix A.

4. PHYSICAL FEATURES

A. Sal vage Well s

The 170 water salvage wells that have been constructed constitute the core

of the Closed Basin Division. These wells are all completed in the unconfined
aquifer and range from about 85 to 110 feet in depth. As the authorizing

legislation prohibited penetrating the first persistent confining layer called

the "Bl ue Cl ay" that forms the upper boundary of the artesian aquifer, much care

was given to determining the depth of the wells. The wells constructed under

the first contracts were physically logged to determine the maximum depths to

the top of the Blue Clay layer. Later contracts included the drilling of pilot

wells. Gamma-ray and resistivity logs were made of these pilot wells and analy-

sis made it possible to determine depth to the top of the Blue Clay layer,

establish well depths, length of screen, and depth of surface casings before

construction of the salvage wells. Individual wells yield water at rates

varying from 0.75 to 2.25 cubic feet per second (ft3/s).

Each well has been equipped with a waterproof, electrically driven, deep
well pump and enclosed in a concrete vault below ground. Gate valves permitting
discharge adjustment and flow rate meters have been provided. The discharge

5

r.- - -~ ," ,.....
'v'..... ...... "'-1 tJ ~
