that time to analyze the effects of project pumping. Any necessary adjustments

to project pumping will be made following this analysis. Changes to individual

salvage well pumping rates at selected locations may be required to insure
compliance with the drawdown requirements of the authorizing legislation.

e. Minimum Delivery Requirement for Adequate Operation and
Maintenance

The design of the well fields and canal/lateral system is such that a
total shut down of the project might cause physical damage to facilities as well
as be harmful to well yield. Therefore, after the initial stages of the pro-
ject have been developed and operated it should be possible to determine a

reasonable minimum operating schedule to prevent damage and minimize O&M costs.
To adequately maintain the facilities, an estimated minimum of 10 to 20 ft3/s is

required to minimize adverse effects due to non-operations of the facilities.

However, this is subject to revision as the project is further developed.

f. System Control

System control is the most technically complex activity associated

with the operation and maintenance of Closed Basin Division. This function

consists of water quality control and verification along with ground water anal-

ysis and monitoring. The determination of well operations will be made to pro-

duce a target flow that meets water quality standards and will not impact the

unconfined aquifer contrary to the authorizing legislation as determined by the

Operating Committee. The control function will be administered by Reclamation.

Ground water monitoring and analysis is the responsibility of ALB office. The

PMSC system will collect the required ground water data and transfer this infor-

14

r .... "".. ~
f ,~ '\
'-~', t_, {" ". (.;
