Personnel in ALB office will access the data for analy- <br />sis and run the various operation models. <br /> <br />The Water Quality Lab would remain in Alamosa, Colorado, and these <br />personnel would provide on-site monitoring of operations ana water quality. <br /> <br />The project water qual i ty and control for compl iance to the <br />authorizing legislation, Rio Grande Compact, and Colorado Water Quality <br />Standards are all areas that involve interstate and international concerns and, <br />therefore, these functions will remain the responsibil ity of Reclamation. <br /> <br />(1) Water Quality Requirements <br /> <br />The Rio Grande Compact requires in Article III that Colorado <br /> <br /> <br />shall not be credited with the amount of such water delivered from the Closed <br /> <br /> <br />Basin Oivi sion unless the proportion of sodium ions shall be less than forty- <br /> <br /> <br />five percent of the total positive ions in that water when the total dissolved <br /> <br /> <br />solids in such water exceeds three hundred fifty parts per million. <br /> <br />Reclamation has a certified water quality laboratory housed in <br /> <br /> <br />the project office in Alamosa. The lab is staffed with a certified water che- <br /> <br /> <br />mist and this position remains the responsibility of Reclamation. <br /> <br />Individual well histories have been developed concerning quality <br />and quantity data along wi th other perti nent mai ntenance information. These <br />histories are updated on regular intervals and these data were used to develop a <br />flow mixing model which will be utilized to provide the desired quality/quantity <br />at the delivery points of the project. Compliance with the Rio Grande Compact <br />water quality requirements are determined by measurements made at the Parshall <br />flume.
