<br />Initially, the following operating procedures are proposed for the various <br />features of the Project: <br /> <br />a. Salvage Wells <br /> <br />Salvage wells will be operated to meet established water production <br /> <br /> <br />objectives establ islled by the authorizing legislation and the Operating <br /> <br />Committee, which shall consider the allocation resolution. Normally, all wells <br /> <br />will be operated unthrottled except for maintenance downtime and as dictated by <br /> <br /> <br />other limitations. These limitations are the need to control individual well <br /> <br />drawdown, to meet water quality criteria, to comply with legislated drawdown <br /> <br />limitations and production control. The project yield will be controlled by <br /> <br /> <br />throttling the wells to reduce production up to 50% of design capacity of the <br /> <br /> <br />well. A further reduction in project yield would be accomplished by shutting <br /> <br /> <br />down selected wells. At all times, the pumping of each well will be controlled <br /> <br />with the aid of the mix model to keep project production in compliance with <br /> <br /> <br />water quality criteria. After any changes in project yield or pumping rates of <br /> <br />the well(s), the mix model will be run to verify that deliveries are in <br />compliance with Water Quality Standards. <br /> <br />b. Pipeline Laterals <br /> <br />Each of the lateral collection systems is designed for gravity flow <br /> <br />from the pumps to a concrete outl et structure, wi th the flow di schargi ng <br /> <br />directly into the conveyance channel. Other than a manually operated butterfly <br /> <br /> <br />valve located at the terminal end of a lateral pipe where it connects to the <br /> <br />outlet pipe to the channel, no other valves are required on line pipe. <br /> <br />These butterfly valves were not part of the initial designs for Stages <br /> <br /> <br />1 and 2, but were added later by the project.
