Division. The project will be operated and maintained initially by Reclamation personnel. (Agreement included in Appendix A) The Closed Basin Division is, technically, a very complex project to operate, control and keep within the legislative constraints. Different plans will be developed as the RGWCD is assimilated into the operations and main- tenance of the project. The cooperative agreement describes work schedules which provide for changing levels of involvement in Closed Basin Division opera- tions and maintenance. Tne project operation will be performed by the PMSC system and monitored by operators within the parameters establ ished by authorizing legislation and this document. A ground water hydrologist will review and analyze the data from the observation well network and provide recommendations to the operators for opera- tion in compliance with the authorizing legislation. The Water Quality Laboratory staff will collect samples and test for compliance with the Rio Grande Compact and Colorado Water Quality Standards. The project chemist will make recommendations for operation in compliance with water quality regulations. The water accounting for project facilities and the ground water hydrology work will be performed by the Albuquerque Projects office (ALB) in Albuquerque, New ~exico. A. ~aintenance The maintenance of the Closed Basin Division is categorized into Civil Maintenance and Electrical/Mechanical Maintenance. The Civil Maintenance is composed of canals, pipelines, roads, etc., and will initially be performed by Reclamation using equipment purchased for the project.
