conveyance channel. Two feeder channels from the conveyance channel are
constructed. One 10 ft3/s pipeline transports water to Head Lake, and one 135
ft3/s open channel transports water from the conveyance channel to San Luis Lake
to stabilize the lake for recreational and wildlife purposes, to manage water
quality, and to divert water for storage. The feeder channel capacity is suf-

ficient to support a fish hatchery on San Luis Lake.

The following elevations and associated capacities and surface areas are

the basis for the annual operation of San Luis Lake;

Elevation Surface
Above M.S.L, Capac i ty Area
Maximum Water Surface 7525.0 feet 12,697 acre-feet 1,019 ac re s
Top of Active Storage 7522.0 feet 9,806 acre-feet 953 acres
Normal Water Surface 7519.3 feet 6,996 acre-feet 890 acres
Minimum Water Surface 7514.0 feet 2,926 ac re- feet 730 acres

Water may be delivered to San Luis Lake for storage during emergency shut-

downs and for other project purposes. This water will be delivered through the

San Luis Lake delivery system. All water losses from San Luis Lake will be con-

sidered a project loss unless the Colorado Division of Wildlife (DOW) or some

other agency has "credit water" stored in San Luis Lake in which case losses
will be shared pursuant to an agreement among the parties (see the Statement of

Agreement, Appendix A).

5. OPERATION AND MAINTENANCE

A cooperative agreement between Reclamation and RGWCD provides for the RGWCD

to operate and maintain the Closed Basin Division facilities, participate with
Reclamation in the planning, scheduling and decision making associated with the
Division; and to comply with the various state and federal laws, compacts, char-

ters and other legally constituted documents in operation of the Closed Basin

9

r - ...... -" ~-;
\!
