Barry remarked that his purpose in doing this was to <br /> <br />document for his report to WRC what major interagency-interstate water organiza- <br /> <br />tions existed and what they did. The question arose as to what the limits of <br /> <br />this list would be and Barry stated that it would be up to the committee. <br /> <br />Barry reported that he had attended a conference in March in Denver which was put <br /> <br />on by the Water Resources Council Task Force on Planning Procedures and Plan <br /> <br />Utilization. The task force was to address the issues of preparation of regional <br /> <br />or river basin plans, implementation of regional plans, and regional planning <br /> <br />institutions. At the beginning of the conference Barry asked what the task force <br /> <br />considered a regional plan to be and was unable to get a clear definition from <br /> <br />anyone. Given this answer, Barry felt he ought to give some thought to what <br /> <br />the regional issues were in the PSIAC region and what if any goals and objectives <br /> <br />PSIAC had. In a paper he handed out to members he had listed his thoughts about <br /> <br />it and requested some reaction as to whether or not the items listed belonged <br /> <br />in the categories of issues or goals and objectives and whether there should be <br /> <br />some additional items. The purpose of this exercise was to inform WRC that PSIAC <br /> <br />has adequate mechanisms to address all the water related issues in the region. <br /> <br />What Barry needed to know for his report was what the issues were for which <br /> <br />PSIAC had the mechanisms to handle. A lengthy discussion followed relating to what <br /> <br />regional issues were. Barry felt that a regional issue was one that had to be <br /> <br />addressed throughout the entire PSIAC area, not by just one or two states. The <br /> <br />kinds of issues and the way in which they were handled was also discussed. <br /> <br />Following adjournment for lunch it was decided that the members would write or <br /> <br />phone Barry their comments relating to this matter prior to June 1.
