Mr. Lord commented that he felt that what WRC wanted was for all

areas to come up with a regional plan. Barry Saunders felt that WRC's position

was not strong enough to be able to afford to reject good special studies proposals

from anyone. Mr. Slingerland said the study needed to be directed towards a

regional plan and Barry did not agree. He felt that PSIAC had no idea of any special

study that they really wanted to get done in the basin. Mr. Slingerland stated that

there might be a possibility that more money might be available to the States if

there was a plan and said that not all states could accomplish their studies

depending on state funding only. Mr. Dunn stated that he had no problem with the

letter but said it appeared to him that if there were needs for regional studies

and if WRC was going to be siting regional studies, that PSIAC should see if it

needed one. He then asked if this could be dealt with at this meeting or if the

.

members would like to take the list with them and write to him regarding their

comments. A discussion followed as to some of the organizations that came into

B-6
