<br />6 <br /> <br />funded and that had the right words in it thatWRC would give it very serious <br /> <br />consideration. Mr. Lord commented that he felt that what WRC wanted was for all <br /> <br />areas to come up with a regional plan. Barry Saunders felt that WRC's position <br /> <br />was not strong enough to be able to afford to reject good special studies proposals <br /> <br />from anyone. Mr. Slingerland said the study needed to be directed towards a <br /> <br />regional plan and Barry did not agree. He felt that PSIAC had no idea of any special <br /> <br />study that they really wanted to get done in the basin. Mr. Slingerland stated that <br /> <br />there might be a possibility that more money might be available to the States if <br /> <br />there was a plan and said that not all states could accomplish their studies <br /> <br />depending on state funding only. Mr. Dunn stated that he had no problem with the <br /> <br />letter but said it appeared to him that if there were needs for regional studies <br /> <br />and if WRC was going to be siting regional studies, that PSIAC should see if it <br /> <br />needed one. Mr. Lord said PSIAC might come up with a different idea after Barry <br /> <br />Saunders completed his look. It was then agreed that the letter could be sent. <br /> <br />6. Study of Existing Water Resource Related Institutional Arrangements in PSIAC <br />Area. Responsibilities, and Needed Additional Actions <br /> <br />Barry Saunders, State of Utah, Salt Lake City, Utah stated that in 1977 the <br /> <br />Western Governors Council authorized the Western States Water Council to <br /> <br />prepare a list of water resources organizations and that he had taken the liberty <br /> <br />of copying some of the pages out of that report with the view towards getting <br /> <br /> <br />the committee's reactions as to whether there should be more listed or if the <br /> <br />ones he had were adequate for his report, and what kind of depth the committee <br /> <br />would like. He then asked if this could be dealt with at this meeting or if the <br /> <br />. <br /> <br />members would like to take the list with them and write to him regarding their <br /> <br />comments. A discussion followed as to some of the organizations that came into <br /> <br />B-6 <br />
