'The correlation of all planning efforts which may reflect <br /> <br /> <br />on water quality is necessary to provide the most effective strategy <br /> <br />for preventing degradation and provide improvement of existing water <br /> <br />quality. <br /> <br />The planning process will provide that actions are coordinated to focus <br /> <br />on the State's more complex water quality problems. The various pro- <br /> <br />,..., <br /> <br />If) <br />N <br />~ <br />C\l <br /> <br />grams of surveillance and monitoring, effluent limitation, implemen- <br /> <br />tation schedules, discharge permits, construction grants, and en- <br /> <br />forcement will be directed initially to the areas with high priority <br />water quality problems. <br />The basic objectave of the individual basin plan is to prevent degra- <br /> <br />dation of existing water quality, or if degradation has already occurr- <br /> <br />ed, to provide a plan for improving the quality to meet the applicable <br />water quality standards. <br /> <br />III Types of Water Quality Management Plans. <br />Initially three types of mangement plans will be developed in the <br /> <br />planning process, these are: <br /> <br />(A) Basin Plans (referred to as 303 type plans).
