Rozich, Director <br /> <br />Water Quality Control Division <br />Colorado Department of Health <br /> <br />I Authority for Water Quality Manaqemert Planning <br /> <br />Water quality management planning is not only authorized but is re- <br /> <br /> <br />quired on both the State and Federal levels. <br /> <br />Section 303 (e) (2) of the 1972 amendments to the Federal Water Pollu- <br />tion Control Act state "Each State shall submit------------- to the <br /> <br />Administrator for his approval a proposed continuing planning process <br /> <br /> <br />which is consistent with this Act." The continuing planning process <br /> <br />includes individual basin plans, which establish specific targets for <br /> <br />controlling pollution in individual basins, as specified in regulation <br /> <br />130 of 40 CFR. <br /> <br />Section 66-28-703 of the recently adopted State Water Quality Control <br /> <br />Act states "The Division shall establish and conduct a continuing <br /> <br />planning process for coordinated waste treatment management as required <br /> <br />by sections 303 (e) and 208 of the Federal act, ----". The Act fUI'ther <br />states in section 66-28-704 (a) (2) "In determinir,g the ~uit~bility of <br /> <br />a site location for any sewage treatment works, the Commission shall <br /> <br /> <br />consider the long-range comprehensive planning for the area and the <br />
