Mitigating Measures and Air and Water Quality Aspects <br /> <br />Measures that are proposed and/or required to be undertaken <br />to enhance, protect, or mitigate impacts upon the envirorunent <br />by the proposed actions, including any associated research or <br />monitoring. <br /> <br />For water quality aspects previously certified by the appropriate <br />State or interstate organization as being in substantial compliance <br />with applicable water quality standards under provisions of the <br />Federal Water Pollution Control Act, discussion wlllinclude <br />reference to that certification and comments of the Environmental <br />Protection Agency. Water quality standards normally establish a <br />minimum condition; therefore, a discussion considering alterations <br />above and beyond the applicable water quality standards which would <br />further reduce envirorunental damage is appropriate if the project <br />water quality is expected to exceed the water quality standards. <br /> <br />. <br /> <br />For water and ail' quality aspects found by EPA to meet the <br />requirements of Section 4(a)(I) of Executive Order 11507, dis- <br />cussion will include reference to this finding. <br /> <br />E. Unavoida ;'. Adverse Effects <br /> <br />In this section, discuss in detail the unavoidable adverse effects <br />described in C and D above, setting forth the magnitude and rela- <br />tive values placed upon these impacts with an analysis of who or <br />what is affected and to what degree. <br /> <br />F. Short- and Long-term Environmental Uses <br /> <br />Discuss local short-term uses of the envirorunent (see C above) <br />in relation to its cumulative and long-term impacts, especialiy <br />relationship to trends of similar actions which would signifi- <br />cantly affect ecological interrelationships or pose long-term <br /> <br />. <br /> <br />376-4 - 1/12/72 <br />
