G. Irreversible and Irretrievable Commitments of Resources

Discuss, and where po.ssible quantify, any irrevocable uses of
resources involved in the proposed action, inducting resource
extraction, erosion, destruction of archaeological or histori-
cal sites, elimination of endangered species I habitat, and
significant changes in land use as related to impacts in C
above.

Alternatives to Proposed Action

Describe environmental (inclading economic and social) impacts,
both beneficial a!1.d adverse, of the various practical alternatives
considered by and available to the Bureau and the Department,
specifif3ally considering the alternative of n'0 action. Objectively
recognize and develop alternatives. In most cases, the range
of alternatives may involve other realistic or technically feasible
means to reach the objective, including but not limited to alter-
natives as to location, design, scale, sequence, timing, and
combinations of these alternatives.

Where appropriate, briefly discuss possible alternatives beyond
the authority of the Bureau or Department. (Example: Other
Federal agencies have authority to accomplish water resource
projects in different ways.)

In the study of alternatives there are such tools as ITDecision
Theory" available wherein a clecisiomnaking model exposes all
the alternatives open and quantifies the results.
