Legislative Proposals and Favorable Reports on Legislation. (Also see <br />Appendix C. ) <br /> <br />(1) The Bureau is responsible for preparing environmental statements <br />for its legislative proposals which have significant impact upon the <br />environment, and for any necessary consultations 1.'Jith appropriate <br />Federal, State, and local agencies in thE: course of preparing Cind <br />revi,,::wing such statements. 3tate and local agency consultations 2~re <br />not required unless [here is a specific impact in the jurisdiction of a <br />State or local agency. <br /> <br />(a) Infornlation copies of approved dr2..ft 01' final environmental <br />statements will accompany all such legislative propos2.ls when <br />submitted by the Bureau to the Legislati"v'e Counsel for circula- <br />tion within the DepartI!l_ent, and will be circulated with such <br />proposals. <br /> <br />(b) Information copies of approved draft or final environmental <br />statements will accompany the Legislati\le Counsel's submittals <br />of such legislati'Je proposals to OMB fer clearance. <br /> <br />.- <br /> <br />(2) in referring introduced legislation to the Bureau of Reclamation for <br />comment, the Leqislative Counsel, in consultation with the Assistant <br />Secretary - Program Policy, will indicate whether an environmenta.l <br />statement will be required in the event of a proposed favorable report; <br />and, if required, will designat'2 the bur.2au or office re.3pon3:tl~ for its <br />preparation. <br /> <br />(a) If Reclamation is designated to prepare the en"jironmer.:al :::~'lt,~- <br />ment, the Bureau will submit the proposed draft en\Jil'onnler~a~_ <br />statenlent to the Legislative Co'm.sel along with comnlems on t..l-}e <br />introduced legislation. This proposed draft environmental state- <br />ment will accompany the proposed favorable report on its "2-day <br />wait" period within the Department. <br /> <br />{b) Tr.Le approved draft environrnental statement \vill be c.irculated <br />by Reclamation for official review and comment at the same time <br />that the Legislative Counsel submits (he D2p2.rtment's proposed <br />favorable report, accompanied by information copies of the state- <br />rnent, to ON1B for clearance. The Assistant Secretary - Progra:rn <br />Policy will clear the statement, 2.ssign a control number, date it, <br />and transmit 10 copies to CEQ prior to Recl2.I!l.atio!1 ser..ciYig it cu;: <br />for review and comme:r..t.
