<br />:....'.1 <br /> <br />Reclamation Instructions <br /> <br />/ /; <br /> <br />Series 350 General Instructions <br /> <br />.R3.rt 376 Environmental Quality - <br />Preservation and Enhancement <br /> <br />. <br /> <br />CHAPTER 5 STATEMENT OF ENVIRONMENTAL ll\IIPACT <br /> <br />376. 5. lOC <br /> <br />(3) Final environmental statements for legislative proposals and for favor- <br />able reports on legislation, and draft environmental statements, where <br />appropriate under Section lO(c) of the CEQ Guidelines, will be sent to <br />the Congress by the Legislative Counsel. Reclamation will transmit <br />35 copies through the Assistant Secretary - Water and Power Re- <br />sources, to the Assistant Secretary - Program Policy, who will <br />endorse the statement, number and date it, and transmit copies to <br />CEQ, the Legislative Counsel, and the Director of Communications. <br />No Federal Register notice is required. <br /> <br />(4) The Legislative Counsel may permit deviation from the above proce- <br />dures if undue delay in the presentation of Departmental views to the <br />Congress would result. <br /> <br />C. Annual Budqet Estimates. <br /> <br />(1) Environmental statements and summary lists for annual budget esti- <br />mates shall be handled in accordance with OMB Bulletin 72-6 and <br />Appendix C of this chapter, as modified below. <br /> <br />. <br /> <br />(2) Draft environmental statements for projects and prograrns included ill <br />annual budget estimates will be prepared and circulated for review and <br />comment by August 1 of the fiscal year preceding the year under con- <br />sideration. The draft statements to be circulated should therefore be <br />based on the proposed program used in the spring review and the <br />environmental statement information would be available for the Armual <br />Program Conference. When the Presidential allowances are known, <br />the Office of the Commissioner will notify the Regionai Director or <br />the Division Chief in the E&R Center of the fil1al environmental state- <br />ments which will be needed for transmittal to the Congress and CEQ <br />prior to Congressional hearings. <br /> <br />(3) Final enviromnental statements for proje~ts ancl prograrn3 includ~cl in <br />the budget will be transmitted to the Congr~3s by ~118 Assistant <br />Secretary - Management and Budget and to CEQ by the Assist""t <br />Secretary - Program Policy following the President's budget tr311S- <br />rrJ.ittal tc tile CmVJT8SS 8..11d befOl_~e Congres:::ional hearings. <br /> <br />(4) Regional Erectors or t.he responsible E&R Center Division Chief <br />shail furnish the following budget material in response to the annual <br />bud'Jet call letter: <br /> <br />(a) A tabulation in format of E;.::hibit 1 to OMB Bulletin 72-6. <br /> <br />(b) <br /> <br />A narrative, by appropriation, for the Bureau's Summ'lry State- <br />lnent.
