Charges for Copies. W1,enever possible, copies of draft and final environ- <br />mental statements, including required attachment3, will be made available <br />to the public at no cost. In those cases where the cost of reproduction of <br />such stateTilents is prohibitive, or when an unreasonably large number are <br />requested by a single entity, the public may be charged a fee no greater <br />than the incremental costs of reproduction (43 CRF 2.3). <br /> <br />D. Notiiying the Public. <br /> <br />(1) Federal Register Publication. Notices of availability of draft and <br />final environmental statements will be made in the Federal Register <br />at the time of transmittal of the statement to CEQ. Format is shown <br />in Appendix B. <br /> <br />(2) Local Mailing List. Regional Directors and the Division of Engineer- <br />ing Support, Technical Services Branch, E&R Center, will clev~lop <br />and maintain a mailing list of local environmental, conservation, and <br />other groups who have expressed an interest in reviewing draft envi- <br />ronmental statements during the concurrent review process. <br /> <br />(3) News Releases. News releases at the CoJm~nissioner, regional, and/or <br />E&R Center levels will be made when appropriate with respect to the <br />draft and final environmental statement. <br /> <br />.10 General Procedures. <br /> <br />A. Administrative Astion (see. 13 and Appendi, C). <br /> <br />(1) Administrati'':le actions are defined a3 any proposed action subject to <br />Section 102(2)(C) of the Act other than proposals for iegislation to the <br />Congress or reports on legislation. (Examples: Pla!111ii:l.q report <br />process on projects that will mall.:e a significant impact on the environ- <br />ment; award of contracts on actions that lTI:.JJ:e a significant imp::::.ct on <br />the environm2nt. ) <br /> <br />(2) To the maximum extent practicable, no action is to be taken before the <br />expiration of 90 days after a draft environmental statement has been <br />furnished to CE()~ ,circulated for comment, and publicly announced in <br />the Federal Register, whichever is later. <br /> <br />(3) To the mazimum 8:;..'ient practicable, no action is to be taken sooner <br />than 30 days after a final enviromnental statelnent has been made avail- <br />able to CEQ. and to the public, and a Notice of Availability has been <br />published in the Federal Register.
