The <br />review period will officially sta:,:"t on the date the Notice of Availability <br />is published in the Federal Register. <br /> <br />D. Special Situations. When a proposed grant, leasing, or similar program <br />does not entail approval by other agencies, the views of Federal, State and <br />local agencies in the legislative, and possibly the appropriation, precess <br />may have to suffice. The principle to be applied is to obtain views of 'JtnE:r <br />agencies at the earliest feasible time in the dE'Jelepment of progr2.m and <br />project proposals. <br /> <br />. 9 P~blic Participation and Availability of Statements. The public must be pro- <br />vided timely information and material sufficient for an understanding ef plans <br />and programs with their environmental impact in order to obtain the views of <br />interested parties. The public Inust also be provided information on alterm?tbe <br />courses of aGtion. <br /> <br />A. Public Hearings. Public hearings may be held to solicit the views of <br />interested parties. Notice of such heaTings will include p\Jblication in the <br />Federal Register no less than 30 days before the hearing date, and such <br />e;ther notice as the Reg~onal Director or responsible E&R Center official <br />deems appropriate. Proposals to hold public llearings as well as plans to <br />puolish the Federal Register notice shall be coorcEnated with tDe Ofiice of <br />the Commissioner. .If it is decided to prepare a drait environmental state- <br />ment prior to a hearing, the statement shall be made available to tile public <br />at least 15 days, and preferably 30 days, before the hearing date. <br /> <br />. <br /> <br />B. Public Inspection.
