The office and the costs associated
with the activities of the staff are funded by the Basin
states. The Forum's staff helps to coordinate the salinity
control efforts of the Basin states. The office acts as a

focal point for communication between the Basin states and

provides for direct communication from the Forum to the
federal agencies involved and to the Congress.
The Executive Director expended considerable effort to

convince the Congress that the CRSC program of the USDA

should be funded. Despite the fact that line item funding

was not requested by the Administration, the Congress

determined that $5.452 million should be appropriated for

fiscal year 1989 for the CRSC onfarm program. Although below

the $6.0 million requested by the Forum, the Basin states

view this appropriation as a major product of the combined

efforts of the Basin states and the Executive Director.

The Executive Director, in cooperation with the Basin

states, has updated the compilation of all of the NPDES
permits within the Basin in a computer library. The more
than 600 discharge permits have been reviewed for any
changes. In addition, newly issued permits were added to the

-24-
