project area.

In 1988, full-time extension agents were

C) assigned to the Uinta Basin and Lower Gunnison projects. The
CJ1
~~ Grand Valley has had a full-time extension agent for several
N
years and is implementing a well established program

involving demonstrations, meetings, on-site assistance, and a

regular newsletter. In the Lower Gunnison and Uinta Basin

the programs are still being developed but portions of a

program similar to the Grand Valley are being implemented.

In the Uinta Basin an excellent videotape, titled "Uinta
Basin Salinity Control program" was prepared.

~onitoring and Evaluation

SCS is responsible for

development and implementing a monitoring and evaluation

(M&E) plan in each of the USDA salinity projects. The

primary objectives of these plans are to: 1) assess the
effectiveness of program implementation on reducing salt
loading to the Colorado Riverl 2) monitor the impacts of
implementation on wetlands and wildlife habitat valuesl and

3) determine the costs and economic effects of program

implementation. SCS, with assistance from others, carries
out its M&E responsibilities as an integral part of the CRSC

program. Funds are allocated to SCS for these purposes from

the USDA Colorado River Salinity Control Program budget.

Monitoring and Evaluation activities have been underway

in the Grand Valley and Uinta Basin for several years.
Valuable information is being obtained in these projects on
the costs, impacts, and effectiveness of the salinity control

-18-
