In the Big Sandy, Lower Gunnison, <br />McElmo, and Moapa Valley projects, M&E plans have been <br /> <br />o <br />CJl <br />f',j <br />w <br /> <br />prepared but are only in the early phases of implementation. <br /> <br />USDA Research - The USDA Agricultural Research Service <br /> <br />continues to conduct valuable research on salinity reduction <br /> <br />from agricultural lands. A number of research activities <br /> <br />were conducted by the Snake River Conservation Research <br /> <br />Center, Kimberly, Idaho; the U.s. Salinity Laboratory, <br /> <br />Riverside, California; and <br /> <br />the Agricultural Research <br /> <br />Service, Fort Collins, Colorado. Research will continue in <br /> <br />FY 89. <br /> <br />Environmental Protection Agency <br />The major Environmental Protection Agency (EPA) programs <br />dealing with salinity control are water quali ty management <br /> <br />planning, National Pollutant Discharge Elimination System <br />(NPDES) permits, water quality standards, and review of <br /> <br />National Environmental Policy Act (NEPA) documents under <br /> <br />Section 309 of the Clean Air Act. Except for NEPA reviews, <br /> <br />these programs are largely delegated to the states with EPA <br /> <br />oversight. <br /> <br />The Forum and EPA policy encouraging the use of higher <br /> <br /> <br />total dissolved solids (TDS) water for industrial purposes is <br /> <br />being supported primarily through NEPA review <br /> <br />responsibilities. EPA continues to review NEPA documents for <br /> <br />both salini ty control projects and non-salinity projects of <br /> <br />other agencies.
