<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />EXCHANGE OPPORTUNITIES UNDER FAVORABLE RIVER CONDITIONS <br /> <br />The upstream exchange of Keesee water under favorable river conditions <br />is accomplished through a dimunition of outflow from Pueblo Reservoir and a <br />simultaneous increase in outflow from John Martin Reservoir. The net river <br />flow below John Martin Reservoir is unaffected by the exchange. <br /> <br />Upstream exchange is made difficult by the fact that the Arkansas River <br />is heavily over-appropriated. The Arkansas River Compact and the winter storage <br />plans at Pueblo Reservoir and John Martin Reservoir further complicate any <br />opportunity for upstream exchange. There are instances, however, when the <br />storage agreements and the calls placed on the river work in harmony to produce <br />an advantageous exchange situation. <br /> <br />Figure 1 depicts the Arkansas River from Pueblo Reservoir to John Martin <br />Reservoir, and shows the location of the major ditch headgates. <br /> <br />When the calling ditch is located in Water District 14 or Water District <br />17, this implies that river flows are inadequate and possibly nonexistent at a <br />point or points along the Arkansas River. A reduction in outflow at Pueblo <br />Reservoir and a corresponding release at John Martin Reservoir will protect <br />users in Water District 67 but will only aggravate the call situation in Districts <br />14 and 17, and injury to water users may result. <br /> <br />For the purposes of this report, we have assumed that exchange opportunities <br />are not present when the calling ditch is located in Water District 14 or Water <br />District 17. <br /> <br />Various provISIOns of the Arkansas River Compact and the John Martin <br />Reservoir Operating Agreement restrict the ability of Water District 67 to place <br />a call above John Martin Reservoir. Essentially, Water District 67 is prohibited <br />from placing an upstream call during the Winter Storage Season (November through <br />March) and anytime water is available in the Conservation Pool. The Operating <br />Agreement has further restricted the upstream call ability depending on the <br />amount of water stored in certain user accounts.
