Under certain favorable river call conditions, <br />Keesee Ditch water can be exchanged upstream through a reduction in the Pueblo <br />Reservoir outflow and a simultaneous release of Keesee water and subsequent <br />increase in outflow from John Martin Reservoir. <br /> <br />The greatest flexibility, and perhaps the greatest opportunity for upstream <br />exchange exists under the first two exchange categories. However, because <br />these exchange opportunities are dependent on either negotiated agreements, <br />or a changing set of administrative and river conditions, it was not possible to <br />quantify the exchange potential for these methods within the scope of this report. <br />They are mentioned only briefly as available methods of exchange. As a supplement <br />to these exchange opportunities, and as a means of providing a conservative <br />estimate of the exchange potential, this report addresses the third exchange <br />ca tegory in greater detail. <br /> <br />-3- <br />
