Under certain favorable river call conditions,
Keesee Ditch water can be exchanged upstream through a reduction in the Pueblo
Reservoir outflow and a simultaneous release of Keesee water and subsequent
increase in outflow from John Martin Reservoir.

The greatest flexibility, and perhaps the greatest opportunity for upstream
exchange exists under the first two exchange categories. However, because
these exchange opportunities are dependent on either negotiated agreements,
or a changing set of administrative and river conditions, it was not possible to
quantify the exchange potential for these methods within the scope of this report.
They are mentioned only briefly as available methods of exchange. As a supplement
to these exchange opportunities, and as a means of providing a conservative
estimate of the exchange potential, this report addresses the third exchange
ca tegory in greater detail.

-3-
