At times, the resultant rise in river flow is sufficient to enable an upstream <br />exchange. This is the most frequent type of exchange opportunity, and is most <br />likely to occur in average and dry years. <br /> <br />A less frequent exchange opportunity occurs when all junior water rights <br />are satisfied and the river reverts to a 1948 "call" associated with John Martin <br />Reservoir. (John Martin Reservoir does not have a decreed storage right, however, <br />a presumed priority is administered based on the 1948 construction date and <br />Arkansas River Compact ratification.) During such a period, high river flows <br />are typical, and all inflows to John Martin Reservoir are stored in the Conservation <br />Pool. Exchange is easily possible during the "1948 call" regimen due to the high <br />river flows. <br /> <br />-5- <br />
