<br />. <br /> <br />. <br /> <br />2 <br /> <br />MODSIM is a new technology developed by CSU. It was designed specifically <br />for applications such as this study, but it will need modifications to fit <br />it to the specific job. To date, specific applications have been made with <br />MODSIM to test and verify its utility. No user manual is available as yet. <br />In the modifications which will be necessary innovation will probably be <br />needed, and the only efficient way to accomplish this is to have that done <br />by the developers who fully know and understand the intricacies of the model. <br />Proposal <br />CSU finds TUDOR proposal as verbally presented and summarized above to <br />be infeasible given the nature of and limitations in CSU staffing and mission. <br />The University does not have the flexibility in staff assignments that may <br />characteri ze consu lti ng firms. Intermittent, non-schedul ed tasks are <br />generally not feasible. CSU is therefore asking for a firm time commitment <br />to faculty for the project. If this is not possible, then the faculty will <br />be assigned on other projects. <br />CSU therefore offers this assistance to TUDOR on the same basis as <br />initially proposed (October 5 memo) but scaled down in scope. CSU proposes <br />to provide MODSIM modification and calibration along with TUDOR personnel <br />training at Fort Collins. Active and heavy participation of TUDOR personnel <br />in this phase (our Phase A). It is estimated that TUDOR personnel should <br />spend at least 50 percent of the time during February and March in Fort <br />Collins on this work. <br />The TUDOR computer facility would be used via telephone terminal so <br />the model will be ready to use by TUDOR independent of CSU for the evaluation <br />of alternatives called for in Phase I of the Exhibit B, "Scope of Services." <br />It is the CSU opinion that TUDOR will receive with this service most, <br />if not all, of the data, information, and data analyses called for in Tasks <br />4, 6, 7, 8, 10 of the referenced Ex hi bit B, a 1 though CSU does not propose <br />
