<br />ne%36 <br /> <br />f <br /> <br />July 7, 1993 <br /> <br />Gunnison Planning Model - Info Theme No. 13 <br /> <br />Information Related to Minimum Streamflow Water Rights <br /> <br />Info Themes No. 13 and 14 discuss two methods for protecting or increasing <br />instream flows. Minimum streamflow water rights ("MSF rights"), discussed in this <br />Info Theme, are operated in the model during the water rights solution step. Usually <br />such water rights are located on the upper reaches of tributaries and function as a <br />limitation on future development and depletions within the headwaters areas of the <br />Gunnison Basin. Contract releases for flow support ("contract releases"), discussed in <br />Info Theme No. 14, are operated in the model during the contract release solution step. <br />The reaches covered by flow-support contracts are necessarily downstream from <br />reservoirs. They are generally located on the lower reaches of the main stem of the <br />Gunnison River or its major tributaries where junior MSF rights would be ineffective, <br />due to the existence of senior rights located upstream. <br /> <br />In order to provide the greatest flexibility to users of the planning model, all <br />potential "instream-flow reaches" represented in the model will be pre-configured so <br />that users may specify either an MSF right or a flow support contract or both. It will <br />be the user's responsibility to see that flow-support contracts are specified only on <br />reaches which are downstream from a reservoir in a given scenario and that the <br />reservoir is "enabled" for flow support releases. <br /> <br />1. Minimum Streamflow Rights Parameters. Each minimum <br />streamflow right represented in the model will have three <br />attributes: location, amount, and priority. <br /> <br />2. Location. The location of an instream-flow reach may be <br />specified either by pointing and clicking to a symbol on the <br />mapview or by selection from a list. <br /> <br />3. Amount. Each MSF right will have a user-specified 12 X I <br />table of amounts in CFS. These will be converted internally to <br />model units of AF/month. Such rights often have two levels: a <br />lower minimum amount during the winter months and a higher <br />minimum amount during the summer months. Although the <br />model will permit a user to enter twelve different values, the top- <br />level dialog box for each instream-flow reach will display only <br />the highest and lowest amounts, in order to give the user a quick <br />reference and means of comparing the MSF right and the flow <br />support contract in those reaches which have both. <br /> <br />~ . <br /> <br />, __"~_,,,,~,,_,~,"_"^,_~. >Ji;,_o~~".' <br /> <br />
