<br />M~H37 <br /> <br />Minimum Streamtlow Water Rights Information <br /> <br />July 7, 1993 <br />Page 2 <br /> <br /> <br />4. <br /> <br />Water Right Priority. MSF rights are handled differently in the <br />model from the way that direct-flow and storage rights are <br />handled. The priorities of existing direct-flow and storage rights <br />may not be modified by users, but each existing demand and <br />reservoir will have an extra, user-specifiable water right arc to <br />which the user may assign any amount or relative priority. In <br />order to provide a comparable degree of flexibility with respect <br />to instream flow rights, the model will permit only one right per <br />reach, but will allow the user to modify the priority as well as the <br />amount of the right. Existing CWCB minimum streamflow rights <br />will be shown on the list of modeled priorities as two blocks of <br />administration numbers. These two blocks will always remain on <br />the list to delimit the priority intervals within which additional <br />priorities may be specified. If a user changes the priority of an <br />existing MSF right, a new item will be added to the list, in the <br />same manner as if a new MSF right had been specified. If the <br />priority of a MSF right which is shown individually on the list is <br />changed, its position on the list will also change. <br /> <br />Vader MSF Right. The so-called Vader right is a non-standard <br />MSF construct. It will have a 12 X 40 table of user-specifiable <br />amounts, rather than just the standard 12 X 1 table. The role <br />which the Vader right plays in the Gunnison Basin is exceptional <br />and is of interest to the sponsors. The combination of the ability <br />to change the priority of any MSF right and the unique ability to <br />specify the full time-series of monthly amounts for the Vader <br />right will provide the flexibility required to model all desired <br />interpretations of this water right. The default settings for this <br />right for the Baseline and Historical Scenarios, respectively, will <br />be its decreed priority and possibly different tables of amounts to <br />be supplied by the sponsors or developed during model testing. <br />Its decreed priority will be shown separately in the list of <br />modeled priorities. <br /> <br />\; <br /> <br />. <br />. <br /> <br />, <br />O,! <br />1 <br />:1 <br /> <br />5. <br /> <br />'~- <br /> <br />6.
