Water Right Priority. MSF rights are handled differently in the
model from the way that direct-flow and storage rights are
handled. The priorities of existing direct-flow and storage rights
may not be modified by users, but each existing demand and
reservoir will have an extra, user-specifiable water right arc to
which the user may assign any amount or relative priority. In
order to provide a comparable degree of flexibility with respect
to instream flow rights, the model will permit only one right per
reach, but will allow the user to modify the priority as well as the
amount of the right. Existing CWCB minimum streamflow rights
will be shown on the list of modeled priorities as two blocks of
administration numbers. These two blocks will always remain on
the list to delimit the priority intervals within which additional
priorities may be specified. If a user changes the priority of an
existing MSF right, a new item will be added to the list, in the
same manner as if a new MSF right had been specified. If the
priority of a MSF right which is shown individually on the list is
changed, its position on the list will also change.

Vader MSF Right. The so-called Vader right is a non-standard
MSF construct. It will have a 12 X 40 table of user-specifiable
amounts, rather than just the standard 12 X 1 table. The role
which the Vader right plays in the Gunnison Basin is exceptional
and is of interest to the sponsors. The combination of the ability
to change the priority of any MSF right and the unique ability to
specify the full time-series of monthly amounts for the Vader
right will provide the flexibility required to model all desired
interpretations of this water right. The default settings for this
right for the Baseline and Historical Scenarios, respectively, will
be its decreed priority and possibly different tables of amounts to
be supplied by the sponsors or developed during model testing.
Its decreed priority will be shown separately in the list of
modeled priorities.

6. Black Canyon MSF Right. The Black Canyon will have a
predefined priority which will be shown separately in the list of
modeled priorities. It will have a 12 X I table of amounts with
predefined default values of (?) In the Baseline and
Historical Scenarios this water right will be inactive. (However,
the reach will have a flow support contract in the Baseline
Scenario, as discussed in Info Theme No. 14.)
