<br />, , <br /> <br />130n.,"35 <br /> <br />July 7, 1993 <br /> <br />Gunnison Planning Model - Info Theme No. 12 <br /> <br />Information Related to Blue Mesa Replacement <br /> <br />The planning model will permit individual and aggregated demands (including <br />potential demands) above Blue Mesa, to receive fill replacement water from Blue <br />Mesa. To accomplish this, each upstream demand construct will include arcs through <br />which replacement water can be diverted from the river. Replacement water is <br />delivered from Blue Mesa by actually reducing the flow through the water rights arcs <br />of Blue Mesa. Users will enable or disable replacement through demand-specific input <br />and through input via the Blue Mesa dialog box. <br /> <br />I. Specification at Demand Construct. The dialog box for each <br />demand above Blue Mesa will include a field for the annual <br />amount of fill replacement available to that demand. This can be <br />a number from zero to "no limit". In the Baseline Scenario, the <br />default value for all demands will be zero. In the Historical <br />Scenario the default will be "no limit". <br /> <br />2. Specification at Blue Mesa. The Blue Mesa dialog box should have <br />a button for Fill Replacement. The button merely specifies <br />whether fill replacement is to operate or not; no amount can be <br />specified since the amount available will vary from month to <br />month depending on how much water Blue Mesa stored in the <br />month. <br /> <br />3. Network Representation. At the demand construct the fill <br />replacement pathway is a series of two arcs leading from the river <br />node to the "from node" of the water rights arcs for the demand. <br />The first arc in the pathway is a simple gate that is opened only <br />in the fill replacement solution step; the second arc in the <br />pathway is a "decree" type arc whose cumulative annual capacity <br />is specified by the user as described above. The capacities of all <br />such arcs will be reset to their respective annual limit amounts on <br />Blue Mesa Reservoir's "start-fill" date. The rank on the "decree" <br />arc is hard-wired and set to a value such that, when added to the <br />priorities of the demand's water rights arcs, water will be <br />reallocated away from the Blue Mesa storage right. At Blue <br />Mesa there are no special arcs to accomodate fill replacement; in <br />the replacement solution step the operations code simply re-opens <br />the water rights gate for the reservoir and freezes the flows in the <br />bypass and spillway arcs prior to calling OOK. <br /> <br />, ~ <br /> <br />,c,-.J_<,...:,___,_ <br /> <br />! <br /> <br />'" <br /> <br />
