During the Blue Mesa Augmentation Step, <br />water may be delivered to Project 7 on a space-available basis via <br />either the Cimarron Canal or the Gunnison Tunnel. <br />Augmentation via the Gunnison Tunnel will be given a higher <br />priority, because the quality of water from the Gunnison River is <br />preferred for munieipal purposes and because augmentation <br />releases can be made directly to the Gunnison Tunnel from Blue <br />Mesa, whereas augmentation via the Cimarron Canal would <br />require an exchange up the Cimarron River. <br /> <br />Although the preference for delivery of augmentation water via <br />the Gunnison Tunnel will be hardwired, users may specify either <br />"no-limit" or an annual limit in AF for the total amount of <br />augmentation water which Project 7 may receive. Similar <br />annual limits for the amounts which may be delivered via the <br />Cimarron and South Canals, respectively, may also be specified <br />by the user. <br /> <br />II. The Ridgway Exchange. The quality of water from the <br />Gunnison River for municipal purposes is better than that from <br />the Uncompahgre River. The foundation of Project 7 is an <br />agreement between the Uncompahgre Valley Water Users <br />Association (UVWUA), which uses water from the Gunnison <br />River for agricultural purposes, and the Tri-County Distriet, <br />which supplies water to Project 7 for municipal purposes, to <br />deliver UVWUA water from the Gunnison Tunnel to the <br />District's Project 7 treatment plant, in exchange for equal <br />amounts of District water stored in Ridgway Reservoir. <br /> <br />Under the Exchange Agreement, limitations apply to the total <br />amounts of storage and direct-flow water owned by the UVWUA <br />which may be exchanged. These limitations do not apply to <br />augmentation water. The exchange limitations are parameters <br />which users may modify. In addition, users will be able to <br />specify a 12 X I set of target values designed to simulate a <br />cooperative effort by the UVWUA to maximize the operation of <br />the exchange. The general prineiple is that deliveries of <br />UVWUA water to Projeet 7 will not be made, if one of the <br />limitations in the agreement would thereby be exceeded. <br />However, the UVWUA will operate within its discretion so as to <br />avoid encountering a limitation unnecessarily. <br /> <br />a. Maximum Instantaneous Rate of <br />Exchange. A single, user-specified value <br />in CFS will be converted internally to a 12 <br />X I set of AF/month values, which will be <br />set as the capacity of a link on the path <br />between the South Canal and Fairview <br />Reservoir.
