During the water rights step, even if the <br />Gunnison Tunnel's senior right is enabled, the more senior right <br />of the Cimarron Canal will take precedence in providing water to <br />Project 7. This is further assured by the relative ordering of the <br />three demands on the Cimarron Canal, which gives first priority <br />to Project 7. However, the amount of direct-flow water which <br />may be delivered to Project 7 from the Cimarron Canal each <br />month is limited by a user-specifiable 12 X 40 table of AF/month <br />values, in order to allow users to prevent Project 7 from <br />exceeding its share-based entitlement. A similar throttle on the <br />South Canal side of Project 7 will permit water rights yields from <br />that source to be controlled, as well. The default settings will <br />prevent Project 7 from receiving any direct-flow water rights <br />diversions through the Tunnel and will limit yields to Project 7 <br />from the Cimarron Canal's direct-flow diversions to the <br />theoretical yields for the number of Cimarron Canal shares <br />owned by the City of Montrose. <br /> <br />9. Project Deliveries Step. <br /> <br />a. Cimarron Canal. Users may specify a <br />"project affiliation" for Project 7 with any <br />reservoir--although Silver Jack is the only <br />existing reservoir in a position to deliver <br />water directly to the Cimarron Cana!. <br />Deliveries of "project" water to Projeet 7 <br />may be made via the Cimarron Canal only. <br />If a project affiliation is specified for <br />Project 7, the usual choices of "no-limit" or <br />some specified annual limit on project <br />deliveries will be made by the user. The <br />default is no project affiliation. <br /> <br />b. Gunnison Tunnel/South Canal. The <br />demand-driven delivery of Taylor <br />Park/Blue Mesa water to the UVP via the <br />Tunnel is always enabled during the project <br />deliveries solution step. Projeet 7 has <br />access to such water under the terms and <br />limitations of an exchange agreement, <br />discussed below. Such water constitutes <br />the principal supply for Project 7 in the <br />Baseline and Historical Scenarios. Such <br />deliveries do not, however, reflect a <br />generic "project affiliation" for Projeet 7 in <br />the same sense that would apply to a user- <br />specified relation with Silver Jack <br />Reservoir.
