. '
n"'J,:r;{?1
Ul. '!..J ~.....J..

Uncompahgre Valley Project Information

July 6, 1993
Page 3

a. Taylor Park-Blue Mesa Storage
Exchange. Whenever water that was
stored under the UVP's storage right in
Taylor Park Reservoir is released, this
"exchange" adds an equal number of acre-
feet to an account of UVP "credits" in Blue
Mesa Reservoir. When project deliveries
are called for by the UVP, a physical
release is made from Blue Mesa, and an
equal number of acre-feet is deducted from
the balance of UVP credits in Blue Mesa.

A negative balance of credits in Blue Mesa
is possible and is always balanced by
converting an equal amount of the
remaining UVP water in Taylor Park to
"Aspinall Credits." Project releases to the
UVP are limited to the net amount of UVP
water remaining in Taylor Park and Blue
Mesa.

A "cap" or accrual limit on the total net
amount of UVP storage water that may
exist at the end of any month in Taylor
Park, Blue Mesa, and Ridgway Reservoirs
by virtue of original storage in Taylor Park
and the two exchanges is implemented as
an adjustment, when necessary, to the total
number of UVP credits in Blue Mesa.
(This limit is in addition to the independent
accrual limit on UVP credits in Ridgway,
but it serves a similar function of
preventing the gradual conversion of all
water in Blue Mesa to exchange credits.
Both accrual limits are defined in the
Ridgway Exchange Agreement.)

User Interface. There are no parameters
of the Taylor Park-Blue Mesa exchange per
se that users can speci fy. However, all
calculations related to the exchange begin
with the amount of UVP water stored in
Taylor Park Reservoir. If the decreed
amount of the UVP's storage right were
specified by a user to be zero, no water
could be stored under that decree or booked
over to it, and all of the operations of
Taylor Park and Blue Mesa Reservoirs, the
exchange, and the UVP Protocol would
proceed correctly, with the qualification
that there could be no UVP water in Taylor
Park for either delivery or exchange.

..il i

~_;.ktib.",_~..._;
