<br />MO~~G <br /> <br />Uncompahgre Valley Project Information <br /> <br />July 6, 1993 <br />Page 2 <br /> <br />2. Direct-Flow Water Rights. The direct-flow water rights of the <br />Uncompahgre Valley Project are represented at two points on the <br />stream network, in a manner analogous to the representation of <br />water rights at the headgate of a canal. Users will be able to <br />modify the amounts, but not the priorities of the existing decrees. <br /> <br />a. Gunnison Tunnel. The senior agricultural <br />water right for 1135 cfs and the two junior <br />power decrees will be represented on the <br />Gunnison River at the intake portal of the <br />Tunnel, which is their decreed point of <br />diversion. In addition, if Protocol No.2 is <br />being used and the UVP's direct-flow <br />Gunnison right is not calling, a special <br />"No-Call" gate will be open during the <br />water rights step to take free water if <br />available, and a user-specifiable direct-flow <br />decree slot will be available for use in any <br />Protocol. <br /> <br />b. Uncompahgre River. The model will <br />represent 245 cfs of the senior direct-flow <br />rights decreed to the individual ditches of <br />the UVWUA on the Uncompahgre River, <br />as though it were a single decreed amount <br />to be utilized collectively by the UVWUA. <br />Other water rights decreed to these canals <br />are ignored by the model. However, users <br />will be able to specify one additional direct- <br />flow priority and amount from the <br />Uncompahgre River for the collective use <br />of the UVWUA. A "No-Call" gate on the <br />Uncompahgre River will function <br />identically to that on the Gunnison. <br /> <br />3. Exchanges. The operation of two exchanges involving the. <br />Uncompahgre Valley Project will be implemented in the model. <br />The exchanges will be hard wired in the code and the network. <br />Users will be able to modify certain capacities and limitations <br />upon the exchanges, which can effectively turn either or both of <br />them off. But users will not be given a separate check-box type <br />option for disabling the exchanges, primarily because there is no <br />defined alternative method of releasing UVWUA water from <br />Taylor Park Reservoir or of delivering UVWUA water to Project <br />7. <br /> <br />. <br />,',S' <br /> <br />, <br /> <br />~ , "- <br />
