MO~~G

Uncompahgre Valley Project Information

July 6, 1993
Page 2

2. Direct-Flow Water Rights. The direct-flow water rights of the
Uncompahgre Valley Project are represented at two points on the
stream network, in a manner analogous to the representation of
water rights at the headgate of a canal. Users will be able to
modify the amounts, but not the priorities of the existing decrees.

a. Gunnison Tunnel. The senior agricultural
water right for 1135 cfs and the two junior
power decrees will be represented on the
Gunnison River at the intake portal of the
Tunnel, which is their decreed point of
diversion. In addition, if Protocol No.2 is
being used and the UVP's direct-flow
Gunnison right is not calling, a special
"No-Call" gate will be open during the
water rights step to take free water if
available, and a user-specifiable direct-flow
decree slot will be available for use in any
Protocol.

b. Uncompahgre River. The model will
represent 245 cfs of the senior direct-flow
rights decreed to the individual ditches of
the UVWUA on the Uncompahgre River,
as though it were a single decreed amount
to be utilized collectively by the UVWUA.
Other water rights decreed to these canals
are ignored by the model. However, users
will be able to specify one additional direct-
flow priority and amount from the
Uncompahgre River for the collective use
of the UVWUA. A "No-Call" gate on the
Uncompahgre River will function
identically to that on the Gunnison.

3. Exchanges. The operation of two exchanges involving the.
Uncompahgre Valley Project will be implemented in the model.
The exchanges will be hard wired in the code and the network.
Users will be able to modify certain capacities and limitations
upon the exchanges, which can effectively turn either or both of
them off. But users will not be given a separate check-box type
option for disabling the exchanges, primarily because there is no
defined alternative method of releasing UVWUA water from
Taylor Park Reservoir or of delivering UVWUA water to Project
7.

.
,',S'

,

~ , "-
