for 4 hours. If communications have not been restored after the 4-
hour period, stop all flood releases made th-cough the outlet
(4) When the pool elevation is above the spillway
crest (elevation 4898.7 feet mal) releases will be made in
accordance with the Bureau of Reclamation's Designers Operating
Criteria and Standing Operating Procedures, as required for the
c. Constraints. In addition to limiting the flow at the
Avondale gage to non-damaging flows (5,000 c.f.s. or less), the
increases in release rates through the conduits for flood control
purposes shall not exceed 500 c.f.s. per hour.

7-06. Recreation. Recreation is one of the authorized project
purposes. The Pueblo Reaervoir has the largest water surface
area within a 75-mile radius. The spacious water surface will
entice its recreation usage for individuals and groups who visit
for a single day or weekends. This use includes picnickers.
campers, boaters, fisherman, hwtters, and sightseers. The Ken-
eral development of the recraetional facilities at Pueblo Uam and
Reservoir is designed to serve this group. See Plate 2-8 for
location of recreation aites.

7-07. Water Quality.

a. The aurface water in the Arkansas River and its tribu-
taries above Canon City is generally of excellent quality.
However, the water becomes progressively worse downstream from
Pueblo. The wateT which is imported from the Fryingpan River
Basin is of excellent quality. The addition of this water to
the Arkansas River water tends to improve the present quality
of the Arkansss River water. The expected quality changes of
the water include a decrease in the bicarbonates due, in part.
to the mixing of the higher-quality west-slope water, and dilu-
tion of-pollution concentrations from upstream sources, particu-
larly during low-flow periods. 'rhe normal operations of th..
dam and reservoir are expected to maintain the water quality
within acceptable standards.

,

b. Ths constraints on controlling water quality are th..
lack of water rights and lack of allocated storRI:e for this
purpose.
