The following regulation will govern releases from <br />Pueblo Oam and Reservoir. <br /> <br />(1) The water control dia(\ram showing the sensonal <br />conservation pool is presented as Exhibit "E." <br /> <br />(2) When the reservoir level is at or below the top <br />of seasonal conservation pool and flooding is predicted not to <br />exceed the seasonal conservation pool, releases will be governed <br />by the Colorado State Engineer. The outflow will be maintained <br />in a manner to not exceed a flow of 5.000 c.f.s. at the Avondale <br />gage on the Arkansas River. <br /> <br />(3) When the reservoir level is at or below the top <br />of seasonal conservation pool and is predicted to exceed the season- <br />al conservation pool, regulated releases may be made in amounts <br />which, when combined with local inflow below the dam, shall not <br />contribute to flows in excess of the channel capacity at the <br />Avondale gage on the Arkansas River (5,000 c.f.s.). <br /> <br />(4) When the reservoir level is above the top of the <br />seasonal conservation pool, the regulated releases shall be mad" <br />at the maximWll rate permissible but limited to an amount which <br />shall not produce flows at the Avondale gage in exceSs of 5,000 C. Lll. <br /> <br />(5) When the reservoir level rises above elevation <br />4898.7 feet mal (spillway crest elevation), conduit releases should <br />not be made except to insure the safety of the structure. <br /> <br />b. Emergency Regulations for Flood Control. Should <br />communications be disrupted with the Albuquerque District Office <br />and/or the Project Manager's Office the Uam Superintendent will <br />direct regulation of the reservoir in accordance with the follo...ing <br />rules of regulation until communications are restored. In addition, <br />the Dam Superintendent will immediately make every effort to <br />reestablish communications. <br /> <br />(l) The water control diagram showing the seasonal con~er- <br />vation pool is presented as Exhibit "E." <br /> <br />(c) When the pool elevation is below the top of <br />seasonal conservation pool flood releases shall not be made throul~h <br />the outlet works.
