<br />7-01. General Objectives. The primary objectives of the Pueblo
<br />Dam end Reservoir are to provide flood control, municipal and
<br />industrial water, irrigation water. recreation, end fish and wild-
<br />life enhancement.
<br />
<br />7-02. Major Constraints. Channel capacity below the Pueblo
<br />Floodway and Levee Extension is 5,000 c.f.s. while the outlet
<br />works (spillway and river) can make controlled releases from
<br />5,000, at bottom of conservation pool, to 9,300 c.f.s. The
<br />66,000 acre-feet of storage batween elevetions 4880.6 and 4893.8
<br />feet mal (initial conditions) is joint-use storage and will be
<br />used exclusively for flood control from 15 April to 31 October.
<br />The Pueblo Oam and Ressrvoir ~ill be operated to conform with the
<br />"Arkansas River COlllpact," .ee Section IX of Mastar Manual, and
<br />Colorado State Laws.

<br />7-03. Oversll Plan for Water Control. The flood control
<br />storage space will be operated in a manner to obtain maximum
<br />benefits downstream. The remaining storage capacity will be
<br />operated to conform with the criteria end limitations of the
<br />Fryingpan - Arkansas Project. The specific objectives
<br />and regulations procedures for the various project purposes are
<br />discussed in the following paragraphs.

<br />7-04. Standinr, Instructions to Dam Superintendent. The Operating Principles
<br />dictate project operation for purposes other than flood control. Flood con-
<br />trol Operation is set forth generally in Exhibit Il, Flood Control Regulations,
<br />and specifically in Exhibit E, Water Control Diagram. Exhibit F is Standing
<br />Instructions to Dam Superintendent.

<br />Dam and Reservoir will be regulated for optimum flood reduction
