000334

.

.

"

To move forward with the Block/Segment Plan concept, the Work

Group identified existing and potential habitat management areas

that could satisfy the plan. Briefly, this plan consists of a

management area in 10 of the 12 bridges segments between

Lexington and Chapman, Nebraska, four of which would be large

blocks of management areas and six would be smaller segments of

management areas. Once management alternatives are proposed,

developed and recommended as habitat management plans for the

river, these management areas will be examined in greater detail

to determine the applicability of various management scenarios.

During the time period, October, 1990, - January, 1991, specific

land and water management methods had not yet been developed.

Even though the Block/Segment Habitat Management Plan was

selected as the plan to be considered, specific land and water

management methods needed to be formulated into alternatives.

In the fall of 1990, a draft report was prepared which included a

historic description of Platte River habitat, habitat use and

needs by threatened and endangered species, present condition

river segment descriptions, a method of plan formulation and

evaluation and habitat management alternatives. Technically, the

report was to be quite comprehensive in describing habitat

management alternatives for the central Platte. Review comments

on the draft document from Work Group members stated concerns

that the habitat management objectives of the report leaned

4
