There generally <br /> <br /> <br />exists a dynamic interaction between these two systems. The <br /> <br /> <br />strategies for resource development which initially evolved in <br /> <br /> <br />the South Platte Valley were oriented toward conserving, extending, <br /> <br />and distributing available surface water supplies. As pump <br /> <br /> <br />te~hnology progressed, ground water resources became amenable <br /> <br />to extraction. Evolution of the body of Colorado water law <br /> <br /> <br />oc~urred in conjunction with water resource development. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The existing character of the South Platte River Valley determines <br /> <br /> <br />to.an overriding degree the practicality and expense associated <br /> <br /> <br />with any program which attempts to optimize availability of water <br /> <br />du~ing periods of drought. Two specific factors will directly <br /> <br /> <br />influence the structure of any proposed water resources optimization <br /> <br /> <br />pl~n.
